List of vital and essential drugs (VED until 2011 - "Vital and Essential Drugs", Vital and essential drugs facilities) was developed for greater access to drug care for the population, as well as to improve the quality of drugs. Thus, with the help of the list of vital and essential medicines, the state can exercise control over pricing, rationally use the budget funds allocated for the purchase of medicines.
List of Vital and Essential Drugs includes the provision of all types of medical care. It includes the following types of care: specialized inpatient or outpatient care, as well as regular inpatient or emergency medical care. List of Vital and Essential Drugs is the basis for the creation of regional drug lists in medical institutions with an inpatient type of treatment.
The list of vital and essential drugs is expanding every year due to the emergence of new highly effective drugs that are in demand in domestic healthcare for emergency medical care.
Recently in List of Vital and Essential Drugs included drugs to help patients who suffer from cancer. These are such drugs as: Erlotinb, Lomustine and Imatinib.
The range of highly effective hormonal drugs has also been expanded by adding Fludrocortisine, Nandrolone and Leuprorelin to the Vital and Essential Drug List.

Do not confuse the List of Vital and Essential Drugs with the list of medicines that are prescribed to provide beneficiaries. The Vital and Essential Drug List includes medicines needed for treatment in the hospital (vaccines, consumables for examinations, diagnostics), while the list of medicines for beneficiaries lists necessary drugs for outpatient treatment. That is why the Vital and Essential Drug List is not so important for ordinary citizens. They should be used only in cases where, for unknown reasons, the hospital does not have the right drug, although it should be. Then the patient can take the Vital and Essential Drug List, find the right drug and file a complaint with the court.
Lists similar to the Vital and Essential Drug List exist in many countries around the world. They must be in all medical institutions. As a rule, they are compiled without taking into account formulary lists and treatment standards. It's just that the best experts are engaged in their development, taking into account the possibilities of the course of a particular disease. Standardization in treatment causes a lot of controversy among doctors. It would seem that the complete absence of standards can lead to diagnostic, and then to medical errors, which are not so easy to correct later. But on the other hand, many doctors do not agree with treatment only according to the standards in terms of their practice. The list of vital and essential drugs gives doctors some freedom of action, since it is compiled according to international generic names medicines. This means that drugs are created strictly according to chemical formula. Only the problem lies in the fact that for each formula there may be not one trade name, and not even two, but dozens. First you need to decide on the basic terms used in the procurement of medicines. 61-FZ of 04/12/2010 gives the basic concepts. Medicines are substances or their combinations that come into contact with the human body and are used for the prevention, diagnosis, treatment of a disease, and rehabilitation. Any medicinal product has either an international non-proprietary name (INN) - a name recommended by the World Health Organization, or a grouping name - a name in the absence of an INN. In this case, the manufacturer must also assign a trade name. For example, ibuprofen - INN, and there are such trade names: Mig (manufactured by Berlin-Chemie), Nurofen (from Reckitt-Benkiser), Next (manufactured by OTCPharm). Different manufacturers assign medicines with the same active substance different trade names to identify the drug of a particular developer.

Where to find the list of essential drugs for 2017
In order to meet the priority needs of health care, prevention and treatment of diseases, including those prevailing in the structure of morbidity in the Russian Federation, the Ministry of Health maintains a list of so-called special drugs - vital and essential drugs. Features of purchases of Vital and Essential Drugs
Particular attention should be paid to the peculiarities of ordering this category of drugs:
1. Additional reasons for the rejection of participants: the maximum price of Vital and Essential Drugs is not registered or the proposed price exceeds their maximum selling price under the conditions specified in clause 2, part 10, article 31.
2. Mandatory indication of the INN in the documentation (in their absence, chemical grouping names), and when conducting a request for proposals for the purchase by decision of the medical commission for one patient during the treatment period, the documentation may contain a trade name.
3. Approved Rules for the formation of a list of medicinal products, the purchase of which is carried out in accordance with their trade names(Decree of November 28, 2013 N 1086), however, the list has not yet been created.
4. Restrictions on the purchase of drugs of foreign origin in accordance with the Decree of November 30, 2015 N 1289.
